Better regulation for environmental enforcement

A new paper by Andrew Farmer explores the importance of better regulation actions across the regulatory cycle.

Better regulation is a major challenge and opportunity for environmental regulators.

Regulators need to approach better regulation across the whole of the regulatory cycle, from legislative development to permitting, inspection and the imposition of sanctions for non-compliance.

This paper explores the different approaches to better regulation across the regulatory example, drawing on practical examples from around the world.

The paper was produced to inform debate at the 8th meeting of the International Network for Environmental Compliance and Enforcement in Cape Town, April 2008. The paper is also available from the conference proceedings at: www.inece.org/conference/8/papers.html
