EU binding targets on climate change: turning commitments into reality 

When it launched its package of proposals on climate and energy policy, on 23 January, the European Commission set out a powerful vision for the future. Ambitious and binding targets are essential if the EU is to lead the way in future climate negotiations; however in spite of high-flown rhetoric from both Council and Commission, binding targets are by no means a foregone conclusion. This briefing highlights the issues surrounding this and concludes that a binding agreement is still some way off, and without sustained pressure might never be reached.
