The aim of this paper is to examine the degree to which national or regional cross compliance obligations, as set by the competent administrations of certain Member States, could be thought of as responses to existing environmental concerns that exist at the interface between agriculture and environment. Furthermore it attempts to see whether these measures are meaningful to, and hence applied by farmers.

Various administrative approaches have been adopted by EU Member States in order to implement cross compliance. This paper compiles information on institutional settings in the countries represented by the Cross Compliance Network project2 and focuses on environmental cross compliance standards. By institutional settings, we mean the responsible authorities involved in the design, implementation and control of cross compliance.
