A fundamental principle underpinning the rules for public expenditure in the EU is that no costs for the same activity can be funded twice from the EU budget. This is known as double funding and is the subject of heated debate within the current CAP reform debates, specifically with regard to the relationship between the new green direct payments and support under the agri-environment-climate measure in Pillar 2.
