Improving institutional capacity in developing and transitional countries
Institutions in developing and transition countries face major challenges to ensure that they have sufficient capacity to implement environmental law. To support this, the OECD has developed a diagnostic tool with support from Andrew Farmer. It sets out the background to institutional diagnosis and the key elements of a reference framework. The work will form the basis for self-assessment by countries and a first trial has begun in Armenia with a workshop in May 2009
