Prospects for the Implementation of selected new and future EU Environmental legislation in the Acceding Countries 

A written briefing assessing, for the candidate countries, the challenge constituted by those parts of the environmental acquis which did not form part of the acquis at the time accession was agreed, and which have been agreed subsequently, or which are still under discussion.

This brief examines the prospects for implementation of the emissions trading Directive (2003/87) and proposals on an amended directive on packaging and packaging waste, on the management of waste from the extractive industries, on an amended bathing water directive, an amended detergents regulation and on an amended groundwater directive in the Acceding Countries. These EU policy developments have all occurred since the closure of accession negotiations at the December 2002 Council and, therefore, they do not form part of the Commission’s regular review of progress on approximation in the Acceding Countries (ACs). The briefing provides, for each issue, a short overview followed by more detailed case examples for the Czech Republic and Poland.
