Our Work

Invasive alien species are considered to be the second most important cause of biodiversity loss, and IEEP has estimated that they cost the EU at least 12 billion and probably over 20 billion Euro per year. They present difficult challenges for EU Member States because of the need for close cooperation across borders and between different policy areas, economic sectors and stakeholders. IEEP has partnered with European and global experts to become instrumental in shaping the European Commission’s invasive alien species policy.

IEEP reports and expertise have been used to develop the EU legislation on invasive alien species and we are actively taking part in developing EU risk assessment for invasives. IEEP is also using its expertise to advance Member States’ strategies and policies on invasive alien species, for example by helping to develop and implement the Finnish National Strategy on Invasive Alien Species.

  • The Manual: Chapter 9 - Biodiversity

    This is a chapter of IEEP’s Manual of European Environmental Policy. In this chapter the development of the EU biodiversity policy framework is explored, including the Birds and Habitats Directive and other legislation on Genetically Modified Organisms, for example.

    A range of examples exist around the world on innovative instruments that can finance, cover or recover the costs of policy action on invasive alien species. A review by IEEP and partners identifies a number of such examples and assesses their pros and cons.

  • Agreement on EU invasive alien species regulation

    The European Parliament and the Council have agreed on a final text for the EU regulation on invasive alien species (IAS). Given the difficulties in negotiating the deal, the final text can be considered as a reasonable compromise. When adopted, the regulation will provide a long-awaited framework for addressing IAS at EU level.

  • IEEP supports development of Finnish Strategy on Invasive Alien Species

    After two years of work by over a hundred experts the Finnish Strategy on Invasive Alien Species (IAS) has been published. IEEP’s Marianne Kettunen played a central role in supporting the development of the Strategy.

  • Assessment to Support Continued Development of the EU Strategy to Combat Invasive Alien Species

    This report sets out a suggested outline for key components of the future EU Strategy on Invasive Alien Species. It also provides an initial assessment of the possible scale of costs and benefits associated with EU policy action on IAS.
