The EU Emissions Trading System is the world's first internal trading system. Trading commenced on the 1 January 2005 and entered its second phase on 1 January 2008. Proposals have recently been put forward for the expansion of the systems scope to include aviation and for its continuance beyond 2012 (when Phase II will end).
